I believe anyone who desires may appear on the list.  A potential client should then review the foresters credentials i.e. education, experience, state licensure, memberships in professional groups.  In some states more than other I would bet, forestry can be a profession where anyone working in the woods is tempted to call themselves a forester, but technically are not.  It's best to do your homework and really find out for yourself.  It should be pretty clear.
