If anything at all, it should be a minimum cost.  I wouldn't charge anything for an initial analysis under normal circumstances.  If you wanted an inventory that required a timber cruise that would be a bit more involved but if I were planning on charging any kind of fee, we would discuss it and agree on it up front if there were unusual circumstances.  Hope this helps.
