Is there a preferred method/time of year to transplant a wild birch tree to my home?

Transplanted an 8 ft tall birch in August, 2012 to my home. Gave it plenty of water, but it never budded out this spring.

The best time to transplant trees is either in the late fall after the leaves have fallen or in the early spring before the buds have broken. In transplanting a tree, particularly one as tall as 8 ft., many of the fine roots that actually provide the tree with water and nutrients are damaged or destroyed. By transplanting while the tree is dormant, the damage can be minimized.
